I am new to this forum as well as to Obi.
My primary goal for this post is to discover a stable way or method to use my all-in-one Samsung CLX-3175FW for fax (to send and receive locally and internationally) over Google Voice.
I already have an account with Nextiva but I just found out that they have very high international rates. Thus, I started looking for other options. I have looked into Ooma and Obi so far.
I am ready to buy Obi202 as long as it will help me to achieve my above-mentioned goal.
Your kind guidance and precious advice in this regard would be greatly appreciated.

I think the Obi202 is natively capable; this is one of the selling points compared to their old Obi100 series. Just hook it up as if you were going to use a normal telephone, then replace the normal telephone with your fax. If you have the Obi202 (two phone lines), you can use one for voice and one for fax.
Experts... is there some configuration or codex or modulation scheme he needs to set?
Did you get this answered? You can send a FAX with the device as is. However you might have problems and can improve it by doing what's described in the first reply on this page:

I saw this post and my contribution seems to be in order.
I have no land line phone. Not since 2010.
Don't ask me how (following directions and visiting forums) but I got my 3 year old HP AIO OJ8610 to send and receive a fax with OBi and Google Voice.
using a dedicated Google Voice (GV) number (set up a new special gmail account only for faxing via the GV number associated this new gmail account: dedicated by me as a fax number only.)
Seems a switch to allow to Google Chat in GV needed to be turned "on".
And, I did unplug and replug the HP device after setup with the OBi by leaving the power out for 1 minute before replugging HP OJ8610 back to the AC outlet.
on HP: Set fax speed to 9600. Set rings to '2, auto answer. Set distinctive rings to all.
So it seems that the OBi does work with fax send and receive (with HP OJ8610, after all.)

Please advise to all that the OBi does work VOIP fax services at least with the HP AIO OJ 8610.
