I realize that Google Voice does not provide 911 service but I know that there is a way to configure the dial plan to dial the local emergency service number when 911 matches the string......where do I have to go in the config to do this?

I called LA Dispatch at 213-928-8223. They informed me that the emergency services numbers for Los Angeles are 213-928-8206 and 213-928-8208. It's the same as calling 911 other than the fact that they won't know your address from caller id.
I'll try out RonR's instructions, and I'll let you know how it goes.
