I just set up the OBI200 but the LED on the phone doesn't have any light, is this defective or I did not do it right?

What LED on what phone?

When you take the phone off-hook, do you hear dial-tone?

Do you mean the Phone Port LED on the OBi200?
This LED will turn green when a trunk is defined on SP1.
