Is there a way for the obihai to reject voice calls on a fax-only line via Google Voice. I tried "UseForFaxOnly" but voice calls still ring the fax machine connected to the obihai.

AFAIK an OBi has no means to distinguish between voice and fax.
What if Obihai's auto-attendant picked up the call and passed through calls with a fax tone and disconnected on all others?

What model OBi do you have?
Do you have a dedicated number for your fax?
Why are you getting voice calls on your fax?

It is a dedicated fax number however I get a portion of faxes from an insurance company which, unfortunately, only sends via an anonymous number.
However, I also get unsolicited anonymous calls which I can't block in Google Voice because it would block the needed anonymous faxes along with it.
I've white-listed the fax numbers in Google Voice for all other incoming calls.
why don't you get a free DID from CallCentric, and dedicate it to fax?
(edit, imho, Use the least complicated solution if possible)
