Need help setting up Anveo E911 on SP2 (Google Voice) on Obi 100

Hi,  I am a newbie.  I have a obi100 with google voice on sp1, and I want to setup Anveo E911 service on sp2.  I followed the advise given in the thread from Feb 21, 2012, but, when I test the line with 922 or 933, the phone does not respond at all.  Can someone please help me debug this?

On the Anveo site, it says that my obi100 is online.

Dial 933 and wait awhile, it took a lot longer than I thought it should to finally respond but it did.

I did wait a long time.  Eventually the obi100 or GV (I am not sure which) tells me that my call cannot be completed.

Still, I called the 911 dispatch center's non-emergency number here in my area to ask for their suggestion on how I can test my 911 service, and they told me that I could just dial 911, and then explain to the operator that this is just a test.  I did so, and 911 works - except for the callback number.

So, I suspect that the provisioning for 911 is correct, but the provisioning for 933 is not correct.  How to confirm?
