I’m using a Verizon 4G Jetpack as my local wifi. I’m confused by the Obi100, which I understand to have no wifi capability, shows up on the Jetpack as a connected wifi device. If I block it on the Jetpack, I lose my phoning ability. (The Obi100 is connected to an Apple Airport Express via ethernet.)

Your understanding that an OBi100 has no WiFi is absolutely correct.

I'm assuming that the Airport Express is operating as a bridge connecting to the Jetpack via the latter's wifi - if so, then it's possible any device connected to the Airport Express when it's in bridge mode will appear on the Jetpack as a wifi connected device.
