'All Incoming Calls to Attendant' Option?

In various OBI documentation, there is a reference to an option to direct ALL incoming calls to the auto attendant.  But I cannot find that option - does it exist?

There is no global setting for all SPs.

Under each Voice Service change the X_InboundCallRoute value (often 'ph' or 'ph2') to 'aa'  (without the quote marks).
