And a reply from Callcentric ...

"When we mention PSTN, the main requirement is that the call does not come through using SIP.
A cell/mobile phone number is a PSTN number.
VoIP is not.
Google Voice would also send calls through the PSTN.

Another requirement is that the call placed to your Free Phone Number be answered (connected) and the call remain active for 1 complete minute (60 seconds or more). "
