Making the Obiline Primary line for Calls on Obi1062 Phone

I'm having trouble getting the Obiline the primary line for outgoing calls with my Obi1062 phone. I have the Obiline as the first line, and 3 VOIP lines underneath that. When I pick up the handset the 1st VOIP line comes up.

AFAIAA the ordering or position of the SPs has no effect on which is the default when you lift the handset.
See screenshot for location of PrimaryLine setting.

In my drop down box, I do not see a selection for ObiLine.
