Regional settings for South Africa PSTN line on Obi110 - Please help!

There is no point in changing the default outgoing route to LINE while it is not working.
The Line port TipRingVoltage should be constant. For most PSTN systems it will be around 50 volts while the phone is on-hook. And the status should not show ringing if the PSTN number is not being rung.
Log in again and look at Status, System Status, Product Information, Hardware Version. If that is 2.8 (or lower?) then your OBi110 contains a relay which connects the LINE and PHONE ports together when the 110 is unpowered. So if it is a 2.8 version, remove the power plug and see if PSTN calls in and out work.
If the hardware version is higher than 2.8 the above will probably not work but try it anyway.

Sorry, picking this up again after quite a while.
The Hardware version is 3.4 so this is not the problem.
