I have only been using FreePBX for about a year now. I have a client that we set up and now they want to hook up PA speakers. I am trying to use OBI202 to pass the voip to analog for the speaker. RJ11 from phone port 1 to an inline resistor I was told I needed and then the speaker wire to amp and speaker.

I got access to web interface of Obi202, and selected the use for paging option. However when I have my phone port one to speaker plugged in I get a flashing light on phone 1. It shows busy. I need this to get resolved, and I am in the tall grass here. Any help would be appreciated.

I have 2 other clients that have the same setup I am trying to replicate. So I know it is possible, the guy that set it up before me didn't do much for documentation.

You can mow a lawn with a pocket knife, or a goat, or you can buy a lawnmower.  If you are doing this for clients as a business, do it right.

Right.  And, as the admin guide points out, you need hardware (an interface) to connect the phone line output of the OBi to the PA system, with the proper impedance matching.  Off-hook impedance on a telephone is 600 ohms.  Input impedance to an audio amplifier is typically higher.  Just one example:  http://www.epanorama.net/circuits/teleinterface.html#audioint
