OBI 110 "no service configured" error

For an OBi1x0 you need firmware version 2886. How you get that on your OBi is immaterial.

My firmware says I am on 2886 but yet it still won't configure and connect to GV.

You need to delete the Google Voice configuration off of your OBi and start over. Read:
