Google voice showing "Backing off" status with non-gmail, google app account

However my account is non-gmail but a google app account.  As a result, the above fix does not work.  It won't ask me to create a gmail account for the google voice account.  Now I'm stuck in this "Backing off ...".  It happens in the last a couple of days.

Please help!!!!

You can transfer your Google Voice phone number from your Apps account, to a personal Gmail account.  The transfer is free, and it takes place immediately.  Only the Google Voice phone number will move over; all your saved messages, voicemail greetings, and forwarding phone number(s) will stay with the old account and won't be deleted.
