OBI110 with PAP2T on PSTN

Hello,

I want to have this setup:

1) If I dial 10 digits, I want the OBI110 to use Google voice that is setup on SP1.
2) If I dial 00+ any number, I want the OBI110 to use PSTN (PAP2T connected).
3) If I dial 311 , I want the OBI110 to use SP1 to dial 12126399675 (NYC 311).

Physical Interfaces -> LINE Port -> PrimaryLine : SP1

Will this work for me?
