Incoming callers sometimes hear a fax tone

Sometimes incoming callers do not hear a ring but only hear a sound like a fax tone.

Do you have an alarm system? Sometime they are configured to answer on a double call within 30 seconds. It will sound like a fax when that happens (it's a modem answering)
