They do not. You can get a free, inbound CC number from their pool of NY State numbers. Inbound calls to those numbers are free. There's no free outbound calling (aside from calls between two CC private numbers (1777xxxxxxx). 2) Does Callcentric support Faxing OIP?
Do you mean T.38 faxing over IP? If so, yes, but both ends need to support that protocol.3) Does a phone number need to be purchased from Callcentric? If so, how much does it cost?

No tax. By US Federal regulation, carriers must provide 911 service. It's up to you as to whether you tell the carrier you will be using the service in the US.
