1062 IP Address stuck @ 192.168.8.3 after latest firmware upgrade

I performed a firmware upgrade a few days ago and ever since, I can't get the IP to change.  It's not accepting a static, it's not accepting an IP from DHCP.  I even did a factory reset, and it's still coming up with the same IP.

BTW, 192.168.8.x is not a network I have ever used.

Any suggestions on how to 'clear' this IP?
