Conference call between 2 incoming calls or 1 outgoing and another one incoming

I have Obi registered with Google Voice.  The conference call feature works fine by dialing out two numbers using the flash button.  I wonder if I can make a conference call with two incoming calls or one outgoing and another incoming.  It seems it does not work for some reasons.  Any feedback or suggestions?
