balance too low?

I upgraded to 200, reconnect my google voice number, but now my phone can't make calls even local calls. It can receive calls though.
whenever I tried to make a call, I got the recorded message "balance too low".
what's going on?

Your attempted assistance to the OP isn't helpful at all. The OP says he can receive calls, he just cannot make outgoing calls. Having the "Forward calls to Google Chat" only helps to receive calls--which is something he has no problems with at the present time.
