Cannot add device OBI202 -Passed echo test but times out when trying to connect

Trying to add an OBI202 to my account.  Can pass the echo test using either line 1 or line 2.  When trying to add device it gives me **5 XXXX number to enter, voice response that that number was entered and is attempting to connect to the server.  It then times out.
I performed the hard factory reset and the results are the same.
Have another OBI202 that has been working for several years with no problems.  Connected to Verizon FIOS at 300MBS.  Other OBI202 works fine.
How can I successfully add this OBI202?

The best advice I can offer is to just keep trying. I assume your 202 has the latest firmware?

same issues except on 1022 phone...HP took over and now a disaster   I think they did a bad firmware.  My phone works will not connect to google via obitalk.

UPDATE: I knew it wasn't US... what I receivecd from HP support:
