setup obi200 from abroad

Hello,
       I'm from California, I'm working in Manila,Philippines. I have an Obi100, I setup & config from Ca.
It working fine until now. I get a " Backing off" error when I re-config it  . I want to order a new version Obi200 but my concern is can I Setup and Config the device from Philippines ? Please anyone advise.

You did not mention it but I assume you are using Google Voice.  You do not need to be in the US to configure an OBi to use an existing GV number.
