I can make calls but not receive calls

i have two google accounts one has a google voice phone number and the other does not.  i can make outbound calls on whichever one i choose to use but i can not receive inbound calls on either.  Obviously the one with no number has no number to dial but the one with the number it still rings to google hangout app not the phone.  Tried to adjust settings, reset the device, go to app without access in my account page and erase that and start over but nothing helps.

And I even found a setting in Google voice to forward calls to my obitalk  number....  But even that has had no effect on making the phone ring for incoming calls

I have the same problem. Can make calls using the Obi but not receive them. They ring on my gv on the computer, but not the handsets.
