dialing parameters

what is the dialing parameter for setting up something like this.

9-1234 or 8-1234 to dial 1-517-278-1234 or 1-517-279-1234

most of the numbers i dial tend to be 517-278 or 279 numbers locally and my google voice number is a different area code....

i had something like this set up on my old obi110 device

It is still done in exactly the same way on newer OBi devices.
