I saw your long story.

Try a factory reset using a paper clip.
Make sure your phone and cord are good.

If it's still dead:
Connect the OBi200 to a router and sign in
Enter the OBi200 IP address into a browser.
The userid and password are both admin
You will have to get the IP address from your router.

After signin you will get the System Status page.
Click Status on the left column then Phone Port Status
What are the values?

If the State is off-hook, you might be able to add the OBi200 to OBiTalk.

You can define GV on the OBi200 then access GV from your OBi100.

You don't have a phone port, so you probably can't add the OBi200 to OBiTalk.
You will need to use a 3rd party firmware and a complicated procedure to define GV.

The OBi200 is on sale for $40:

Edit:
You won't be able to use OBiTalk to access the OBi200 from the OBi100, but you can use another method.
