OBI200 - Phone can't dial ** anything, No Response

I recently had an Obi100.  I have the same router. I am trying to install new Obi200. I have deleted the Obi100 in my profile, deleted all my google telephony apps.    No LED light on Phone. Power is steady green. Internet is green with some flickers.  I tried doing factory reset, hold until green starts to flicker and then release.  It stays green and doesn't reset like the tutorial says it will.  So I don't know what firmware/if it has actually reset.  I cannot dial ** anything.  Its like the phone line is dead.  Any thoughts???  Help is greatly appreciated.

Do you have a dial tone?

When you press the touch-tone keys, do you hear the tones?

If so, when you press ***, do you get the voice prompt?

If all of the above, then it might be a digit map problem.
