OBi 110 in Slovenia - problems with receiving calls LINE port

I sent an OBi110 to my mom in Slovenia and we are observing an odd problem. When there is an incoming call on LINE port the phone attached to PHONE port rings, however when it is picked up what one hears is the dialtone, it does not pickup the incoming call.

Everything else appears to be functions well (e.g. incoming calls via Google Voice work great, as do outgoing calls via GV and LINE port).

The hardware attached to the PHONE port is RTX Dualphone 3088 (it is a Skype phone http://shop.skype.com/phones/cordless-router/rtx-dualphone-3088/) and the 'landline' provider is T-2 (http://english.t-2.net/)

Anyone have any advice on any LINE port (or other) adjustment? Currently everything is on default settings.

Have a look at the call history of both devices. It might give you some insight.

I can't find a PSTN spec anywhere for Slovenia or any other former Eastern Bloc countries

This discussion (http://forum.voxilla.com/cisco-linksys-sipura-voip-support-forum/spa-3102-pstn-calls-russia-moscow-31286.html) seems to be hinting at a similar problem for the Sipura/Linksys/Cisco SPA-3102 and its solution, which might give you a clue.

I would suspect the PSTN Disconnect Detection settings on the LINE port,  but I've no idea what the right settings would be for Slovenia.

I'd also expect the settings to be common across Eastern Europe, so if nobody knows here you could try searching for other country names and the SPA3102 as well as the Obi110.
