Have you verified those setting are in place by logging into the OBi itself?

Are you setting up the OBi via the OBi Expert method via the OBi portal or directly on the unit web page? If you see the correct settings are indeed on the local unit can you make an outgoing call by prefixing **8+number? (I'm assuming you have a dial plan that will allow the call)

has a glaring omission:

There's no mention of disabling Auto Provisioning, which means the settings won't stick if the OBi Device Management Web UI method is used.
