Unable to blacklist numbers

I'm trying to block neighbor spoofing calls but I'm having trouble getting the blacklist working.
At the moment, spoofed calls are coming through - I've tried blocking my mobile number as a test but that doesn't work either. I would appreciate any help.

Obi200 with Google Voice

Current settings
X_InboundCallRoute: {(Mwhitelist):ph},{(Mblacklist):},{ph,sp2(18667326185@tollfree.alcazarnetworks.com;ui=$1)}
(The toll free thing is to get Nomorobo working with GV)

User Defined Digit Map2
Label: blacklist
DigitMap: (1?212555xxxx)

User Defined Digit Map3
Label: whitelist
DigitMap: (1?2125551234)

GV CallerIDs begin with a plus sign followed by 11 digits.

Expert mode on the portal.  Voice Services.  Select the relevant Service.  Modify the X_InboundCallRoute.
