can't receive calls but can call out? help

since last saturday my dial tone is not a solid noise. It's a beeping tone. Can make calls out but do not receive calls in? they do go to voice mail.  Checked the DND and it's off. How do i fix this?  please help fast.I have a obi200 with google voice conneted.
