New Obi1062 Can't make test call

So I just purchased my Obi1062 and unpacked it today. It powers up but cannot complete the test call **9 222 222 222. When I pick up the receiver it has a dial tone. After dialing the test number I get a fast busy signal and the phone displays the following message "Call Failed Service Not Available"

I can ping this device on my network. I can connect to the phone by entering the phone IP address in my browser. I can reboot the phone from this browser window also. In an effort to resolve the issue I did change the default to static address with no luck.

The funny thing is I have an Obi200 phone adapter on my network which works perfectly. Obviously not a firewall issue if that device is operating. Getting frustrated....
