I am currently using SP3 as the primary for international calls, with a failover to SP1. Below are the settings for my current Digit Map.

ITSP Profile A: (911|933|1xxxxxxxxxx|<1260>[2-9]xxxxxx|<1>[2-9]xxxxxxxxx|011xx.S3)
ITSP Profile C: (011xx.S3)

Trunk settings:
Voice Services -> Gateways and TGs -> Trunk Group 1
Trunk List: sp2,sp3,sp1,sp4

I would like to configure SP3(Profile C) to ONLY allow international calls that begin with the below numbers:

3620
3630
3670

Any international calls that do NOT begin with the above numbers, should go to SP1. I thought maybe I could use the below, but I wanted to confirm first with the pros.  ;D

(0113620xx.S3|0113630xx.S3|0113670xx.S3)

Also, one additional question. Is it possible to disable but not remove SP2? I no longer use the service provider in the #2 slot, but it would be nice to leave it around in the event that I would again use it in the future.

That should work. You can shorten it like this:
(01136[237]0xx.S3)

Just remove SP2 from the trunk list and leave the other definitions intact.

Thanks Robert! I'll give this a go when I have time and report back!

I think Hungary has 9 digit mobile numbers. If this is correct, the following is a better digit map:
(01136[237]0xxxxxxx)

The "xx.S3" will have a 3 second delay after you enter each digit.

My suggestion will give you 10 seconds to dial each digit until the last. After you enter the last digit the call will be routed immediately without any delay.

The above isn't true. I forgot about the 011xx.S3 in the ITSP A DigitMap. This is still a better DigitMap.

This is even better! You are correct on the 9-digit number for Hungary. I'll give it a try. Thanks!
