Trying to Understand Google Voice and Hangouts

There is currently a known bug that is causing this behavior.  It will go away automatically within a few days.  Meanwhile, if you would like to make a phone call from your web browser, you can call directly from the Google Hangouts website, here:  https://hangouts.google.com/
