So I actually dialed 00353, not 011353. The 00353 is number given me from the party in Ireland. I guess she could have done a typo. The 00353 has, "From PH1 to SP1" - call connected.
I guess I should try the number as 011 again first before we go any further.

00 is the international access code used in Europe. 011 is what is used in US.

That will be why my Irish party gave me the 00 - out of reflex. So the full number then is 011 353 (1) xxx xxxx assuming the (1) is the area code for Dublin.

This time I had all the correct elements. GV initially tells me the call is 2 cents per minute then connects right away.
