Network status IP address not available FAQ Reason 00

I have an OBI202 with a wired connection to Comcast via an Arris SVG2482AC and when I try to call I receive the message: "Network status IP address not available FAQ Reason 00"

I am at my wits end - please help. 

Here's what I have done so far to resolve:
1) Confirmed that network cable is working by plugging it into my computer.
2) Attempted to connect OBI202 via DHCP and received same " IP address not available" message.
3) Turned off DHCP via ***3 on a phone plugged into the OBI202.
4) Assigned a static IP address to the OBI202 via ***4 on a phone plugged into the OBI202. It states over phone that the IP address is saved and then follows that with a message that the IP address is not available.
5) I unplugged the OBI202 from the Arris Router and repeated steps 3) and 4) with the same result.
6) I reset the OBI202 to the factory defaults via ***8 on a phone plugged into the OBI202 and repeated steps 2) thru 4) with the same result.

An OBi202 has two ethernet sockets.  Are you certain that you are connecting the one marked "INTERNET" to your router?
