You are looking in the wrong area.
Phone Port Digit Map should have something like:
(<911:5555551212>|[1-9]x?*(Mpli)|[1-9]S9|[1-9][0-9]S9|911|**0|***|#|##|**70(Mli)|**8(Mbt)|**81(Mbt)|**82(Mbt2)|**1(Msp1)|**2(Msp2)|**3(Msp3)|**4(Msp4)|**9(Mpp)|(Mpli))

If I delete 911| from that line, it wreaks havoc on the GUI. After trying to save it, pages won't reload, and after a reboot, the line seems to reset itself. Just adding <911:5555551212>| to the beginning inside the ( leaves the same no route available error
I think they may have 911 locked down to force you to use an e911 service?

No they have not.
Sounds like you have fallen foul of the #1 gotcha for newcomers. You are making changes by pointing a browser at the OBi's IP address on your home network and logging in to its on-board webserver GUI. You should instead be using Expert mode on your dashboard at obitalk.com.
