How about reading the other posts in this forum before asking? This is a temporary outage, and there is nothing you can do about it. It will restore/has restored on its own.
If this is a hardship for you, then simply use Google Voice directly, via its website, mobile apps, or via forwarding to a conventional mobile or land line phone number.
