It allows you to connect any traditional wired-phone and make it a VOIP device; so you do not need a special phone. I have my Obihai plugged into a Panasonic cordless phone station, and then have a bunch of cordless handsets around the house. So I only need the one phone jack and one Obihai for the house. You will need one Obihai device for each phone jack device that you intend to connect to the internet.

Once you are physically hooked up, there may be other things you will need to do, so make sure you do your research. If all you want to do is make and receive normal calls, then you don't need anything else or pay for any other service, and you can just sign into your GV account on the Obihai portal. Done.

But note that this will not include 911 calls. If you need that, the cheapest option is a 3rd party service Callcentric, which charges $1.50/month for E911 service. So if you dial 911 from your landline, it will connect the call appropriately and they will know your home address.
