Is there a digital phone that supports the consumer version of Google Voice (non-GSuite) or is there a way to configure an OBI 200x to support a digital phone? I have a Yealink T48G.

Yes, the OBi10x2 and OBi2xx2 IP phones support consumer GV.

By OBi200x I assume you mean the OBi200/202/212 ATAs.  Yes it is possible to link an IP phone to them though it may be necessary that the phone can call even if not SIP registered to the OBi.
