Calling 311 produces static

I used to get "Reason 603" when trying to call 311 (or even 911) but now I just get static and some beeps.  I did a full factory reset on my device and it appears to be able to send a receive regular calls, but I can't seem to get it to accept calling to local services.

Does anyone know what to do?

A 603 error means that the destination declined to accept your call.

You haven't provided enough information to diagnose this.

Which service provider are you using, Google Voice or some other service?  Where are you physically located?  Do other, ordinary outbound telephone calls work (i.e. to an ordinary 10-digit USA phone number)?
