Google charging for outbound calls to US?

For the past few months, when I try to make a call to a US number, it states that the call will be charged $.01 per minute. Any idea why this is occurring? If I place a call from my desk (browser) or phone I do not get this message nor incur a charge.

I understand that, but the charge is for ALL calls. My wife gets this message just to call my office in downtown Nashville.
I'm thinking perhaps there is a setting I changed and didn't realize the impact. Stumped.

Yes, I see charges for local calls. But I still do not know for certain why.
