Is there a way to have unanswered local calls  routed to GV Voicemail?

Something like say SP1(GV number) or SP2 (GV number) in the CallForwardOnNoAnswerNumber field depending upon which is your GV account. The rest is set up on the GV end so you don't have a loop (call forwarding).

Assuming we're talking about a Google Voice account that's configured on an OBi...

Forwarding incoming calls to (or calling) your own Google Voice number from an OBi results in checking your Google Voice voicemail, not leaving a voicemail.

You would need aother service provider to use for forwarding calls out of an OBi to your own Google Voice number if you want Google Voice to ultimately answer that call (after 25 seconds of ringing) and accept a voicemail.

Did a little checking, and probably the easiest way is to have a second GV number just for voicemail set up without a PIN, then put the forwarding number in the Obi110/100.
