using google voice to call a disconnected phone?

i just disconnected my landline phone, i tried to use this obi110 by using the google voice to call this disconnected phone number. instead of hearing the recording, i just got a no-one-is-answering sound.
how come?

A PSTN line that's not connected to anything simply rings endlessly. That's just the way PSTN lines work.
