LAN Only + POTS + OBi 110

I would like to be able to use my android phone to place a call through my POTS line. Also a big constraint is that I want to assume my internet is not working. I have the following infrastructure.

1) Android Phone
2) Obi 110
3) POTS Line
4) WLAN/LAN
5) Assume No Internet

How would I setup my Obi 110 to work with this situation?

The top level steps are:

1. Configure the OBi110 to have a known static IP address on your LAN.

2. Install on the Android phone a SIP VoIP app that can call without being registered.

3. Configure the app to send calls to the IP address of the OBi.

4.  Configure the OBi to route those incoming calls to the POTS line.
