Can you use a USB Hub for an OBI 1022?  I was wanting to hook up a headset and a wifi usb.

No. The usb port is for use with a flash drive to add display backgrounds and screensavers.

A journeyman electrician sent his apprentice with a 5-gallon bucket and was told to put the ends of the service drop in the bucket and fill it with volts. He was there all day.

The "No" part of that answer is possibly correct but the reason given in the second part is certainly not. The USB port of an OBi1022 can also accept an Obihai branded Wi-Fi or Bluetooth adaptor.
