Voltage drops too low after call connects

The alarm company says that they see the call come though and the minute the call picks up, the call gets disconnected.  They say the voltage on the call drops too low once the call connects.  Any ideas?

My idea is that the alarm company is either clueless or trying to fob you off.

Don't use an OBi device for alarm monitoring.

The alarm monitoring industry has mostly moved on, to newer technology.  The current method is to use a LTE modem and, if available, an Internet gateway.
