Caller ID drops area code on 518 calls. All other area codes are fine

Incoming calls from area code 518 are displayed as only the seven-digit number.  All other area codes show the complete 10-digit number.  I have tried two different units, and both behave the same way.  VOIP.MS says they are sending the complete 10-digit number.  Anyone have any idea what is causing this?  Thanks
