What exactly is a 'Softphone'?

So I have no idea what exactly is a/my 'Softphone'? Can someone please explain this?  ???

A softphone is any software program that emulates the functions of a telephone, usually using a VoIP protocol.  One example (of hundreds) is http://www.counterpath.com/x-lite.html .  Programs such as Skype and the telephone features of Gmail are also softphones, but are not usually called that.

VoIP apps for smartphones, tablets, etc. are also softphones, but are generally just called SIP apps or similar.

So as it relates to my set-up. I noticed there was already a softphone configuration/number there by default.(which doesn't match my number on the bottom my new obi110 unit...)

I'm confused. Should I use this option with Googlevoice? Or is this best for services like Skype?

Basically here's what I want to do:

A) Set-up (2) separate google voice numbers
B)Eliminate my cell phone bill if possible. I use an AT&T  pre-paid solution (I know wishful thinking huh? :D)
