Setting up OBI202 with Two Google Voice numbers and Conditional Call Forwarding

Can anyone please help?

I have seen several posts on this topic but can't figure it out.

I have an OBI202 that I have set up with two different Google Voice numbers (GV1, GV2).  I want GV1 to forward to GV2 when busy.

In OBI Expert, I have edited SP1 Service:
CallForwardOnBusyEnable - checkmark in the Value column
CallForwardOnBusyNumber - I have tried a variety of ideas I have seen posted, nothing works.

What am i doing wrong?

Try enabling forwarding on the Phone Port, not SP1.
You need to disable Call Waiting, it won't recognize busy with it enabled.
To test, Phone1 must be on an active call, you can't just take the phone off-hook.

Physical Interfaces -> Phone1 Port
CallWaitingEnable: Unchecked
ForwardOnBusy: Checked
ForwardOnBusyNumber: ph2
