Although RonR's suggestion is technically correct (you should also make a test call to confirm it's set up properly), I strongly suggest that you get real 911 service.  For example, on Callcentric it's only $1.50/mo.

If you route 911 to another number, it may not be answered promptly.  If you are unable to speak, they may not have your correct address.  There are other potential problems with a jury-rigged 911 setup, e.g. if used by a guest or worker in your home.

Having another service provider also has many other advantages.  It will serve as a backup to GV, may provide lower rates or better quality to a specific country, allows others to reach you with a local call (via iNum, SIPBroker, Localphone, etc.) from thousands of cities in many countries, allows folks with other VoIP services to call you for free, and allows you to quickly determine if a calling problem is related to GV or to your equipment.
