Reconfiguring an Obi200

Can a person totally reconfigure an Obi200 WITHOUT first deleting it from the dashboard? I trust it would be better to delete it but am very reluctant to do so. My concern being the well known and persistent problem in "Adding a Device" and getting it reregistered.

I reconfigured with SP1= voip.ms and SP2 = GV number. After configuring, the dashboard shows SP1: "Registered" and SP2: "Connected". I thought everything was good until I attempted a call. Now, on either SP, I receive the error message "There is no service available to take your call". How can this be when both SP's are registered?
Any ideas on what I might have missed?

Create 2 speed dials:
sp1(18005551212)
sp2(18005551212)
If these work then you have a routing problem.

Speed Dialed Calls:
sp1(18005551212) = SIT Tone followed by "Rejected by Service Provider, Reason 503"
sp2(18005551212) = "The number you have reached has been disconnected" Apparently worked.
Also tried a call to different 800 number, sp1(18003569377) and it worked.
sp1(316xxxxxxx) = Worked
sp2(316xxxxxxx) = Worked
Dialed Calls to: **1xxx-xxxx = "There is no service available to complete your call"
**2xxx-xxxx = "No Service Configured Error - Please login to Obitalk.com
and configure your device"
As you suggested, I believe I have a routing problem.
Please take a look at these and tell me what I managed to screw up.

On Outbound calls, my desire is to route all outbound calls, except for 911 & 933, via Sp2 with
the ability to use sp1 by dialing the **1 if needed. The 911 & 933 calls route to sp1
